Indonesia, as a state governed by law, administers its government based on the principles of administrative law, which regulates governmental actions as well as inter-agency and public relations. Civil Servants (ASN) play a crucial role; however, ethical violations still frequently occur. The Civil Service Commission (KASN) was established as an independent institution to ensure the professionalism, neutrality, and integrity of ASN in accordance with Law Number 5 of 2014. This study employs an empirical juridical approach through literature review and direct observation at the Government of Bondowoso Regency. The findings indicate that although KASN holds a strategic role in overseeing and imposing sanctions for ethical violations by ASN, its effectiveness is still hindered by limited data access and the absence of the implicated civil servants.
