Abstract

Verbal abuse in domestic settings constitutes a violation of human rights that is often overlooked, despite its serious psychological impact on victims. Data from the Ministry of Women’s Empowerment and Child Protection (Kemen-PPPA) and the Simfoni PPA system indicate a high incidence of psychological violence, including verbal abuse. Law Number 23 of 2004 on the Elimination of Domestic Violence provides legal protection for victims; however, its implementation still faces various obstacles, such as low legal awareness, lack of physical evidence, and cultural pressure. This study aims to analyze the forms of legal protection available to victims of verbal abuse in domestic violence and identify the challenges in implementing these protections. The research uses a normative juridical method with a statutory approach, examining both national and international legal provisions, supported by legal theories and doctrines. The findings indicate that although verbal abuse is classified as psychological violence under the Domestic Violence Law, its enforcement remains suboptimal, and victims have yet to fully receive the justice and protection guaranteed by law.
