Abstract

Indonesia, as a state governed by law, upholds the values of Pancasila and the 1945 Constitution while guaranteeing equality before the law for all citizens. However, the high number of vehicles and limited road infrastructure have led to traffic congestion, hindering emergency medical services such as ambulances. In this context, ambulance escort volunteers have emerged as a form of social participation to help facilitate access to healthcare services, although they do not yet have formal legal legitimacy under current regulations. This study aims to examine the legal status of ambulance escort volunteers and assess their role based on the principle of legal utility in emergency medical services. A normative juridical approach is employed, analyzing statutory regulations, legal principles, and relevant legal doctrines. Three main approaches are applied: statutory, conceptual, and legal principles approaches. The findings indicate that although their role is not explicitly regulated under Law Number 22 of 2009 on Road Traffic and Transportation, ambulance escort volunteers provide significant social and humanitarian benefits. Therefore, collaboration among the government, law enforcement, and volunteer communities is necessary to formulate fair, certain, and beneficial regulations to optimally support emergency medical services.
