Indonesia, as a state governed by law, places law as the primary foundation in national and state life. One of the objectives of criminal law is to create a deterrent effect and encourage the rehabilitation of inmates. This study examines the implementation and challenges of rehabilitating recidivist inmates at Class IIB Correctional Facility in Bondowoso. The research uses a qualitative juridical-normative method with a statute approach. The findings show that the rehabilitation process is carried out gradually through a humanitarian and rehabilitative approach. However, it still faces several challenges, such as limited facilities, a lack of professional staff, and low community participation. Continuous evaluation and collaboration among various parties are required to enhance the effectiveness of inmate rehabilitation and prevent recidivism.
