This study discusses the process and obstacles in registering ownership rights to land directly controlled by the state at the ATR/BPN Office in Bondowoso Regency. Land registration is essential to provide legal certainty and protection, especially for communities lacking understanding of the applicable procedures. The research employs a field study method with a juridical-empirical approach, utilizing primary and secondary data through interviews and literature studies, analyzed qualitatively. The findings indicate that the registration process is managed by the Section of Land Rights, but faces several challenges, including the economic limitations of applicants, incomplete supporting documents, problematic land locations, and insufficient public outreach. Therefore, meticulous document verification and increased public education are necessary. The government is also advised to implement free land certification programs to enhance legal certainty for underprivileged communities.
