PROBLEMATIKA PELAKSANAAN PENDAFTARAN TANAH SISTEMATIS LENGKAP (PTSL) DI DESA KEJAYAN KECAMATAN PUJER KABUPATEN BONDOWOSO

Indonesia, as an agrarian country, has a strong connection between people and land, which serves both social and economic functions as regulated in the Basic Agrarian Law (UUPA). To ensure legal certainty over land rights, the government implements the Complete Systematic Land Registration Program (PTSL). This study examines the problems in the implementation of PTSL in Kejayan Village, Pujer District, Bondowoso Regency, particularly regarding the inconsistency of pre-PTSL costs with the Joint Decree of Three Ministers (SKB 3 Menteri) and the limited availability of human resources. The method used is qualitative with a juridical-empirical approach. The results of the research indicate that the challenges faced include low public understanding, tax burdens, lack of regulation on pre-PTSL costs, as well as issues related to absentee and abandoned land. The solutions taken involve coordination with the National Land Agency (BPN), the establishment of new legal products, and providing assistance and outreach to the community in order to achieve legal certainty and protection of land rights.
