Abstract

This study discusses how rural development is achieved through community empowerment, increased productivity, provision of economic infrastructure, and the strengthening of production and marketing institutions, in line with legal policies and village government efforts. The method used is descriptive, aiming to portray phenomena systematically, factually, and accurately. A qualitative empirical juridical approach is applied, examining law as it operates within society. In Kupang Village, the community actively participates in tourism management, including financial and performance management, which boosts tourist visits and opens business opportunities for residents. The village government plays a role in empowering BUMDes as a village economic institution to reduce unemployment by functioning as a stabilizer, innovator, modernizer, pioneer, and executor.
